Analysis — our summary

At approximately 1205 on July 4, 1947, Officer Kenneth A. McDowell (Portland City Police) observed 5 discs east of Portland from the police station parking lot — two flying south, three in an easterly direction. The discs dipped up and down in an oscillating motion at great speed, and were round in shape. No sound or means of propulsion was detected. The objects were out of sight before detailed observation could be made. Police Radio was notified.

He stated he could determine no color to the discs advised they were dipping in an up and down oscillating motion... He saw no indication of any motivating force nor any sound coming from the discs and could give no description other than round.
